Plaintiff appeals from an order dismissing his action for libel on defendant’s motion to strike the complaint.

He alleges that he is an American engineer actively practicing his profession in Europe, rendering expert counsel and engineering service related to the designing and planning of various types of specialized construction activities, including undertakings and projects of the United States Government.
