18. The learned counsel for appellant have presented an able and exhaustive brief upon petition for a rehearing. They urge that the court overlooked their insistence upon the allegation of the complaint, that the repealing ordinance is void, as violative of article 1, §10, of the federal Constitution, and article 1, §24, of the state Constitution, prohibiting the impairment of the obligation of contracts.
