This is an action challenging, on constitutional, statutory, and procedural grounds, amendments to the Federal Unemployment Tax Act and their interpretation by the Secretary of Labor (“Secretary”). The law in issue concerns the manner in which unemployment benefits are offset by various pension benefits.
