Respondent’s determination dated December 20, 1974 affirming the determination of the New York City Department of Social Services *617that welfare payments to petitioner-appellant and to her children be discontinued, annulled, on the law, without costs and without disbursements, and the matter remanded for a new hearing. We have concluded, after careful examination of the record, that petitioner did not receive a "fair hearing” and that there is lacking the requisite substantial evidence to support the determination.
