The plaintiff brings this bill in equity under G-. L. c. 231A against the licensing commission of the city of Cambridge for a decree declaring that the plaintiff “is entitled to be granted licenses for the maintenance and operation of pinball machines at its place of business in the City of Cambridge, pursuant to the provisions of G-. L. c. 140, § 177A,” 1 and “that the defendant does not have the authority or power to refuse to grant licenses for the operation and maintenance of pinball machines to qualified individuals in the City of Cambridge.” The court entered a decree favorable to the…
