This pre-award bid protest comes before the Court on the parties’ cross-motions for judgment on the Administrative Record. Plaintiff, Worldwide Language Resources, LLC (“Worldwide”), challenges the Department of the Army’s (“Army” or “Agency”) Solicitation No. W911W4-15-R-0021 (“Solicitation,” “Request for Proposals,” or “RFP”).
