OPINION

WEISBERGER, Justice.

This case comes before us on a petition for common law writ of certiorari filed by the Pawtucket School Committee (the school committee). The school committee claims that the State Board of Regents for Elementary and Secondary Education (the board) erred in deciding that a tenured teacher who was dismissed for cause by the school committee was entitled to a de novo hearing before the State Commissioner of Elementary and Secondary Education (the commissioner).
