In this article 78 proceeding, transferred by order of Onondaga Supreme Court, petitioner Quintard Associates, Ltd. (Quintard) seeks to annul the determination of the New York State Liquor Authority (Authority) which suspended Quintard’s license for 30 days, 15 days of which were deferred.
