ORDER
RAINEY, District Judge.
The Court has reviewed the Memorandum and Recommendation of Magistrate issued by Judge Stacy (Instrument # 69) as well as Plaintiffs’ Notice of Objections to Memorandum and Recommendation of Magistrate (Instrument #70) and Defendants’ Opposition to Plaintiffs’ Notice of Objections to Memorandum and Recommendation of Magistrate (Instrument # 71).
