— In a proceeding pursuant to CPLR article 78, inter alia, to review Resolution No. 131-1990 and Act No. 54-1990 of the County Board of Legislators of the County of Westchester, the appeal is from a judgment of the Supreme Court, Westchester County (Carey, J.), entered August 5, 1991, which granted the petition to the extent of annulling the negative declaration made pursuant to the State Environmental Quality Review Act and approved by Resolution No. 131-1990.
Ordered that the judgment is reversed, on the law, without costs or disbursements, and the proceeding is dismissed in its entirety.
