Because she failed to show that she could not engage in substantial gainful activity, the Secretary of Health and Human Services determined that Lois M. Bowman was not entitled to disability benefits under § 223 of the Social Security Act, 42 U.S.C. § 423 (1976 & Supp. V 1981).
