This case came before the common pleas by appeal of the present appellee from the decision of the county commissioners acting as a board of revision and appeal relative to the assessment and valuation of its property. It is brought before us by the appeal of the county from the decision of the common pleas setting aside the assessment and valuation. In such cases the appellate court cannot limit itself to an inspection of the record, as on certiorari, but must review the judicial action of the common pleas on the evidence disclosed by the record.
