Plaintiff Racine Charter One (Charter One), an independent public charter school located in Racine County, Wisconsin, sued defendant Racine Unified School District (RUSD), alleging that the district’s refusal to bus the charter school’s students constitutes a violation of the Equal Protection Clause of the Fourteenth Amendment to the United Stated Constitution and 42 U.S.C. § 1983.
