The above-captioned case arises out of a request filed by Plaintiff, Government Accountability Project (“GAP”) pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 et seq., seeking the disclosure and release of agency records consisting of clinical study data regarding the drug Ciprofloxacin (“Cipro”).
