Plaintiff sues for just compensation for the requisition of its steam lighter Chester by the Government on February 27, 1943. The War Shipping Administration requisitioned title to and took possession of the vessel pursuant to Section 902 of the Merchant Marine Act of 1936, as amended, 53 Stat. 1255, 46 U. S. C. 1242. Fifteen months after requisition, on May 4, 1944, the War Shipping Administration offered plaintiff the sum of $25,000 as just compensation for the vessel.
