Through three certified questions, the Circuit Court of Mason County seeks clarification from this Court regarding the applicability of the West Virginia Governmental Tort Claims and Insurance Reform Act (the “Act”) 1 to claims made by an individual injured while attending the Mason County Fair (“fair”).
