Seven hills in equity were filed in Circuit Court Eo. 2 of Baltimore City, whereby it was sought to enjoin the Mayor and City Council of Baltimore, the Board of Estimates, the Inspector of Buildings and the Chief of the Bureau of Minor Privileges of said city from in any manner interferring with the “minor privileges” connected with or related to the buildings of the respective parties set out in the hills.
