This case involves a final order of the Natural Resources and Environmental Protection Cabinet (cabinet) which was reversed upon judicial review. In reversing, the circuit court held that the order was not supported by substantial evidence and that it was the result of a formal hearing *508for which notice on appellee was not perfected. We disagree.
