Samuel L. Richardson, former Minnesota Department of Human Rights commissioner, appeals from an order of the district court reversing an order of a hearing examiner finding an unfair discriminatory practice contrary to Minn. St. 1971, § 363.03, subd. 4, and ordering certain relief. We reverse.
