INTRODUCTION AND BACKGROUND

This action arises from a labor dispute, within the meaning of G.L.c. 149, §20C, between Verizon Communications, Inc., and the International Brotherhood of Electrical Workers (IBEW, or the Union). Verizon Communications, Inc., has alleged that striking employees in a number of locations in Massachusetts and elsewhere have engaged in unlawful conduct that poses a threat of violence, personal injury, and injury to properly.
