Old jute bags imported at the ports of Bichford and St. Albans, Vt., and classified by the collector of customs as jute bags, made of plain woven fabrics of single jute yarns, were assessed for duty at 10 per cent ad valorem under paragraph 281 of the tariff act of 1913, which reads as follows:
Par. 281. Bags or sacks made from plain woven fabrics, of single jute yarns, not dyed, colored, stained, painted, printed, or bleached, 10 per centum ad valorem.
