In the Fall of 1991, the United States hired Paris Contracting Company to do extensive work at the Postal Service’s Chicago, Illinois, main vehicle maintenance facility. While the work at the post office facility was in progress, Robert Noble, an employee of Paris was injured when he fell off an unsafe scaffold he was using to perform repair work on the concrete ceiling. 1 Based on the injuries he sustained, Noble filed suit in the Northern District of Illinois claiming that the United States was liable under the Federal Tort Claims Act (FTCA) and the Illinois Structural…
