In November 2013, Annise Parker, the Mayor of the City of Houston, directed the City’s Human Resources Department to make the City’s employment-benefits program available to same-sex spouses of City of Houston employees. The plaintiffs, Jack Pidgeon and Larry Hicks, who identify themselves as Houston residents and taxpayers, opposed this decision.
