MEMORANDUM OPINION AND ORDER
PAYNE, District Judge.
Dairy Maid Dairy, Inc. (“Dairy Maid”) filed this action seeking declaratory and in-junctive relief as the consequence of alleged violations of the Competition in Contracting Act (“CICA”) by the United States Army (the “Army”). Following an evidentiary hearing and upon consideration of the affidavits and pleadings, the court entered a temporary restraining order.
