Appeals (1) from a judgment of the Court of Claims (Hanifin, J.), entered February 24, 1997, which, inter alia, dismissed the claim, and (2) from an order of said court, entered May 9, 1997, which denied claimant’s motion for reargument.

In July 1990, claimant purchased a parcel of real property *823abutting Lower Hale Eddy Road in the Town of Deposit, Delaware County.
