On May 31, 1989, the voters of defendant Roxbury Central School District (hereinafter the school district) approved a resolution for alterations and additions to the school building, construction of a bus garage and the acquisition of four parcels of land, to be financed through the issuance of bonds at a cost not exceeding $7,983,000.
