— Pursuant to the laws of Florida, Sumter County issued certain bonds designated “Sumter County Highway Bonds.” Both principal and interest were provided to be paid out of ad valorem taxes levied on the taxable property of that county. Thereafter the Legislature passed an Act creating a State Board of Administration composed of the Governor, Comptroller and State Treasurer.
