Fred Green sued the Pike County Commission in the Pike County Circuit Court for workers’ compensation benefits on November 7, 1996. On April 9, 1997, the parties filed a “Joint Motion to Determine Necessity of Medical Benefits,” setting out stipulated facts and requesting the trial court to determine the necessary medical care to be given Green under the applicable workers’ compensation laws.
