The defendant was convicted of having violated the provisions of the Act of May 18, 1893, P. L. 94, in that he practised medicine and surgery without a license. His appeal raises the question of the constitutionality of the act. He contends that the said act is unconstitutional for two reasons, first, because it violates that part of section 1 of the fourteenth amendment of the constitution of the United States, which declares that “ no state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States ; nor shall any…
