OPINION

MARGOLIS, Judge.

This case, a pre-award bid protest by Stephen J. Garchik, David W. Evans, the Evans Company, Stafford Place Associates and Square 46 Associates (hereinafter “Garchik” or plaintiffs), is one of several lawsuits filed in this court challenging the efforts by the defendant, the United States, acting through the Securities and Exchange Commission, (hereinafter “SEC” or “Commission”), to lease commercial office space to house the Commission’s headquarters staff.
