Donald Patrick J. Adrian, Relator-Appellant, filed a sealed complaint under the qui tarn provision of the False Claims Act (“FCA”), 31 U.S.C. § 3730(b), on behalf of the United States of America in the United States District Court for the Northern District of California (the “California court”).
