¶ 1. On February 14, 2003, two parents who have children in the Jackson Public School District ("JPS"), Carolyn Greene and Charles Tisdale ("parents"), filed a bill of exceptions pursuant to Miss. Code Ann. § 21-39-11 (Rev. 2001) § 11-75-51 (Rev. 2002) in the Hinds County Circuit Court, First Judicial District.
