This matter comes before the Court on the requests of the plaintiffs, Liberty Mutual Insurance Company (“Liberty Mutual”) and The Premier Insurance Company of Massachusetts (“Premier”), for preliminary injunctive relief against the defendants, Linda Ruthardt, in her official capacity as Commissioner of Insurance (“the Commissioner”), and Commonwealth Automobile Reinsurers (“CAR”).
