The main issue is whether the court of common pleas’ decision to reinstate the administrative law judge’s recommendation of a *2ten-day suspension for appellant’s failure to surrender the OBES documents was supported by reliable, probative, and substantial evidence. For the following reasons, we find that it was supported by reliable, probative, and substantial evidence and, accordingly, we reverse the judgment of the court of appeals.
