The defendant, Joseph Wehrwein, was arrested and charged with possessing a certificate of title without complete assignment, in violation of section 4 — 104(a)(2) of the Illinois Vehicle Code (Ill. Rev. Stat. 1987, ch. 95½, par. 4 — 104(a)(2)). Following a bench trial in the circuit court of Cook County, the defendant was convicted of that offense, a Class 4 felony.
