The State of Louisiana, Department of Public Safety (DPS), defendant-appellant, appeals from a judgment ordering DPS to issue restricted driving privileges to Lawrence J. Guitreau, plaintiff-appellee. We affirm.

On February 24, 1994, plaintiff filed a petition seeking judicial review of the administrative suspension of his driver’s license, which was to begin February 25, 1994. Plaintiff sought a reversal of the suspension or, in the alternative, “hardship driving privileges”. After due notice to both parties,1 the *29matter came for hearing on April 11, 1994.
