"While the controlling question involved in this appeal is whether the relators have such an interest in the title of the respondent to the office of member of the board of managers for the relief and employment of the poor in the township of Germantown, as to enable them to institute a proceeding by quo wnrranto to inquire into his right to hold said office, it is related to, and in some degree dependent upon, other questions that must necessarily be considered.
