JACKSON, District Judge.

The United States brings this action pursuant to the National Traffic and Motor Vehicle Safety Act of 1966, Pub.L. No. 89-563, 80 Stat. 718 (codified as amended at 15 U.S.C. § 1381 et seq. (1982 and Supp. Ill 1985)) (the “Act”), at the instance of the National Highway Traffic Safety Administration (“NHTSA”), U.S. Department of Transportation, against defendant General Motors Corporation (“GM”), a motor vehicle manufacturer.
