Background

On May 30, 2009, the Administration for Children’s Services (hereinafter ACS) filed a petition alleging that on or about March 29, 2009, the respondent Miguel D. (hereinafter respondent father or respondent) committed a sexual offense against the 13-year-old subject child, Alma.
