I.INTRODUCTION AND PROCEDURAL HISTORY
On June 2, 1994, the plaintiff Tony Fountain filed this action, pro se, against several correctional officials and employees of the prison medical care provider alleging that his constitutional rights were violated when he was placed on the so-called “hitching post” for his alleged refusal to work.
