Edinboro University of Pennsylvania, State System of Higher Education (University), petitions for review of the November 1, 2014 arbitration award (Arbitration Award), which sustained a grievance filed by the Association of Pennsylvania State College and University Faculties (AP-SCUF) on behalf of University assistant professor, Barbara Miller (Miller), challenging the denial of her tenure application by the University.
