CARL E. STEWART, Circuit Judge:

Chaney L. Phillips (“Phillips”) appeals from the denial of his motion to discharge a garnishment. Finding no error, we affirm.

FACTUAL AND PROCEDURAL HISTORY

A federal jury convicted Chaney Phillips on multiple felony counts for which he was incarcerated, and ordered him to pay victim restitution in the amount of $217,587.56. In February 1999, the Government used the Federal Debt Collection Procedures Act’s post-judgment collection remedies to seek writs of garnishment against Phillips’ successor interest in the estate of Stanley Hornsby. 1 It also served Phillips…
