The basic issue presented on this motion by Gallon Petroleum Company for renewal and reargument is whether this court is bound by the Fifth Circuit Court of Appeals holding that Gallon has a valid and liquidated claim against Frontier Insurance Company in the amount of $2,700,000. The resolution of this question turns on whether, in light of the provisions of the Mc-Carran-Ferguson Act (15 USC § 1011 et seq.), a Louisiana Federal District Court had jurisdiction to render judgment against Frontier when this rehabilitation proceeding had been commenced…
