The Appellants, Wenda Conley, Michael Napier, and Alice Vanhook, were each employed by the Pulaski County Board of Education. In December of 2012, they filed a joint complaint against the Pulaski County Board of Education (“Board”); the individual Board ’ members; and Steve Butcher, the Board’s superintendent, alleging political retaliation in violation of Kentucky Revised Statutes (“KRS”) 161.164.
