TRAXLER, Circuit Judge:

This appeal arises out of appellant Scotland E. Williams’(“Williams”) attempt to subpoena files from the Federal Bureau of Investigation (“FBI”) in connection with his prosecution by the State of Maryland for murder, and the state court’s subsequent issuance of a show cause order to the FBI for its refusal to comply with the subpoena.
