1Per curiam
Gene Rana, a former captain in the Army, was discharged from active duty in 2004 and honorably discharged from the Army Reserve in 2005. In three proceedings before the Army Board for Correction of Military Records, he sought correction of his military records. Eventually, he brought suit in the United States Court of Federal Claims. Arguing that he was wrongfully discharged in reprisal for whistleblowing, he presented claims under the Military Pay Act and the Military Whistleblower Protection Act as well as various tort claims. The court dismissed Mr. Rana’s claims for lack of jurisdiction.…
