OPINION

KELLEHER, Justice.

We have, at the instance of Alfred E. Tillinghast and his wife Anna M. (the Til-linghasts), issued the common-law writ of certiorari to review the action of the Glo-cester town council (council) when it refused to renew the Tillinghasts’ campground license. We have also stayed the effect of the refusal and allowed the campground to operate pending our resolution of this controversy. Before reviewing the records certified to us to determine the propriety of the council’s action, we shall first detail some of the factual background that gave rise to this litigation.
