ARCHER, Chief Justice.

This suit was filed by appellees, seeking to set aside an order issued and promulgated by said appellant on November 19, 1964, which denied a savings and loan charter to said appellees. Appellant’s order complained of herein was issued subsequent to appellees’ filing of an application with said appellant for permission to open a Savings and Loan Association in Livingston, Polk County, Texas.
