John Doe (“Plaintiff’) filed a petition seeking a declaratory judgment stating he was wrongfully required to register as a sexual offender and requesting injunctive relief against the Greene County Sheriff, the Prosecuting Attorney of Greene County, and James Keathley, the Superintendent of the Missouri State Highway Patrol (“the Superintendent”) (collectively, “the defendants”).
