Ruben Garza, personal representative for the Estate of Gloria Garza Regalado (hereinafter referred to as either “the Estate” or “Garza”), appeals from the district court’s 1 dismissal of the Estate’s wrongful death suit against the United States Bureau of Prisons (Bureau). The district court held that the suit was barred by the Federal Tort Claims Act’s two-year statute of limitations, 28 U.S.C. § 2401(b).
